I’ve seen quite a few PDA players play ODP...they play at the best club in the country and still play ODP so it must mean something no?

Reps are at GAL games and showcases. ECNL cases for sure. They are not a mystery.

Top players get recommended by their club DOCs who have a relationship

They don't have reps at every game and they might not even show for every club. They do not have enough reps to spread out among the hundreds of clubs and see thousands of games. Even a recommendation by a DoC is arbitrary as they pander to families that have multiple kids in their system or to keep loud parents happy.

Why is the Olympic Dev Programme a “scam”? Does it not present opportunities to play in the Olympics or National level?

Scouts come to ID2 but also to ECNL and GAL showcases.
