Why are there still multiple NPL divisions when most of the teams aren’t considered NPL teams by their clubs? Do any these top NEP NPL divisions even win at National NPL tournaments against other NPL league teams?

Short answer ... yes.

New England NPL teams do very well at NPL Nationals every year. In 2017 the NEFC 04 and SSS 03 both won National Championship. Last year, there were 4 New England NPL teams to make championship game, and one, SSS 01, to win it.

In 2017, NEFC didn’t have GDA so that was their top team. Now that NEFC and Oakwood and Seacoast have GDA their really weak second teams are still doing well in NE NPL. So?

SSS isn’t the norm for NE NPL.
Western Pioneers and Spirit of Liverpool and Aztecs are more like it.

Well, since the 2019 Nationals haven't happened yet, we only have history to go off. That was what was asked:

"Do any these top NEP NPL divisions even win at National NPL tournaments against other NPL league teams?"

And, the answer was "Yes"

NEP had team in 4 out of 6 finals - both teams in U17 final
SSS, Stars, Seacoast, GPS

Speaks pretty highly for depth of soccer in New England.
Even tho clubs like GPS, and SSS pit their 1st teams against other's 2nd or 3rd teams, it still shows that New England has many quality players spread across many clubs

Do you mean fromer NPL teams? NEFC, Oakwood are doing well in the DA. Seacoast lower middle of the pack.

How they pick these teams? I see a girl on 1 team that couldn't start on my daughter's high school team.

Some of these girls on DA and Ecnl must be rich or politically connected to the club or both .Because technically they are not very good .
