That's not what the announcement says

While clubs will continue to compete in the current seven geographical divisions nationwide, individual club schedules will be adjusted to ensure the most competitive match-ups week-in and week-out. The new structure also allows more flexibility for clubs to schedule additional events tailored to the needs of its players.

What this means is that the MLS teams will be enhanced with out of market MLS teams. The MLS teams will still play in division against non MLS teams (probably one game instead of two) Non MLS teams will play division games and out of market games

          Also:

"For the development of players, more meaningful games are crucial. To be challenged every game is important for every player, coach or referee," said Development Academy director Aloys Winkler. "Additionally, by creating open weekends, clubs are able to organize supplemental games to meet their needs. Every club has different needs, so by creating open dates in the schedule Clubs can play friendlies or tournaments, nationally and/or internationally:

Just like ECNL, EDP, NEP ..... DA is no different. Now that they play more non-DA games, watch the illusion slowly dissipate.

And you didnt include what is probably the most telling paragraph:

From analysis of the first eleven years of the Academy, U.S. Soccer sought to limit the number of games that have historically ended with a goal differential of three or greater and reduce cost by minimizing long trips to games that have not been competitive in the past. In their stead, the schedule aims to provide more games against like-to-like opponents to provide the most meaningful match-ups. It also decreases the number of double fixtures for teams in favor of weekly single games.

Sorry, I think the OP was close to being on target.

Yes they will play MLS teams. Key word is Limit

Still believe that they will play non MLS teams in division just not twice a year.

This will push even more kids to MLS clubs, thereby widening the already large gap between MLS and non-MLS and this will increase pressures on additional tiering each and every subsequent year with even more reduction of play outside of tiers, until they seldomly cross paths. Relegated to a DA B league and still forced to pay high costs and skip HS. Now the rules make less and less sense for kids in non-MLS clubs.

Forever to be known as the BS vs Montreal Impact Rule.

How will it “push even more kids to MLS clubs”? There exists a finite number of roster spots and that will not change. Just because a kid wants to play for NYCFC or NYRB doesn’t mean he can.

I think the OP is assuming that there remains some MLS level talent at non-MLS teams, due to location, convenience or other factors/risks.

There’s MLS level talent everywhere, especially in Metro NY, there still exists only a limited number of roster spots. I read the OP’s statement as more players will just “choose” MLS academy teams.
