I don't think anybody is arguing that our current U20 WNT is one of our best. It does not appear to be a particularly talented team. Unlike the last U20 USWNT which won the U20 World Cup in 2012. But even this team was very close to advancing to the semis against a team that most likely has been training together on a daily basis for years.
But like the World Cup champion U20 team of 2012, some of the talent from the current team will advance to the senior national team. And at that level, N. Korea's professionals won't stand a chance against our professionals
The idea that our youth development system is failing because our U20 USWNT lost a game in the quarterfinals of the World Cup against a team of professionals is a joke. Our U20 WNT has won 3 of the last 6 World Cup championships, including 2012, and were a handball in the box away from advancing to the semis in this one.

Yeah, from that evidence I would conclude the sky is falling, and we should immediately disband ECNL.
