Now that US Soccer not running are the players allowed to play HS Soccer or is it same rules? Also what age does the league actually start and are they combined age groups?

They are allowed to play HS Soccer. Seems like a nice league, likely at par with the ECNL other than at the top.

Just checked and it looks like the older teams are playing, so I am not sure how they would play HS soccer. Seems like a dumb move, especially here in NJ where most kids want to play HS soccer.

You simply can't do both. Physically and mentally it's too much. There's always conflicts = more stress. Some states don't' even all ow it or greatly restrict it. The old DA rule of no HS was controversial but it was there for a good reason. Even when they allowed private school kids to play HS, they weren't allowed to do DA in the HS season. This wishy washy approach won't work - either ban HS altogether or don't try to do a 10 month season that won't happen. Notice the fall NE schedule is very light? Because clubs are struggling with the numbers.

Any HS or Club coach that is allowing both is insane. Same with kids.
The games seem to “pause “ in line with Most if the Current HS schedule, but there are a handful of conflicts.

You are all over thinking it.
If you want to play HS, go ahead. Come back after the HS season. If you don't want to, stay with the Club and keep playing. If the Club doesn't have enough players for games, they will play games after (i.e. as ECNL does).
Some years, maybe playing HS is the right move. Not sure about this year as HS is going to be a shell of itself across the league footprint, but that will vary by state.

It's unusual, so I understand why it's considered "not well thought out", but in practicality and implementation, it's quite well done.

Each team has 5 total moments to make substitutions. Not more than 3 a half

This is the official sub rules for GA.
40 minute halves
10 minute half time
5 sub moments across the game
3 sub moments max in a respective half (Once your subbed out in a half, you are OUT. You can return 2nd half or the overtime period.)
