    Regardless of what state you play a NEP Game in, these league rule modifications are in play. Mostly echo'ing MA.

    GAL seems to be following competition rules of state you play in, hence why SSS and NEFC, seem to be moving games to play SEACOAST and OAKWOOD both times around in NH and CT

    NECSL has not came out with clear competion rules yet, I would assume we have those by end of this week.





    NEP Modified Rules

    Referees uphold all laws / rules of the games and now include the below modifications for our Fall 2020 NEP season:

    No slide tackling – infractions will result in an indirect free kick or other applicable foul or misconduct based on referee’s decision

    No intentional heading of the ball – infractions will result in an indirect free kick

    No throw-ins – they will be replaced by a Kick-in
    The team that was awarded the ball after it crosses the touchline will use their feet to spot the ball on the touchline where it left the playing surface and play it in bounds with their feet. This will be treated as an indirect free kick and the defending team will need to stand 10 yards away from the spot of the ball

    No drop balls – an indirect free kick will be awarded by the referee to the team last deemed in possession

    Spitting is deemed unsportsmanlike behavior and enforced with a direct free kick and a potential yellow card

    If teams are to form walls to defend free kicks, players must be properly socially distanced and cannot stand shoulder to shoulder

    In substitution of the traditional coin toss, away team shall be provided the choice of kick off or starting half

    For all restarts, players will need to be 6 ft from another player

    It is a violation to intentionally place your hands on any part of the opposing team member’s body. This includes grabbing of the opponent’s shirt, mask or shorts. It will result in an indirect free kick for the opposing team

    It is a violation to intentionally make body contact with the opposing team member’s body. This includes outright aggressive attempts to go “shoulder to shoulder” with the opponent to body them off the ball and / or win a ”50/50” in that manner. This will result in an indirect free kick for the opposing team

    However, a player is allowed to make intermittent and / or unintentional contact of this type with an opposing team member if the player is attempting to make “foot to ball” contact and the resulting contact with the opposing team member is done during a ”normal soccer move or play”

    The NEP acknowledges that it is almost impossible to avoid some sort of contact during a game like soccer. Our member clubs and coaches are committed to doing their part to support these modified rules. Our players will need to adapt their game and the NEP will support our players, at all times, with their transition to these new modified rules

    Because of these modified rules, shielding the ball in an effort to run out the clock is not allowed

    ** Mask & Player Safety
    All players who are on the field of play must have a mask on their person

    All players who are on the field must properly wear their face covering on every restart.

    On the referee’s whistle, players will have the ability to put their mask on and the referee will pause to ensure that players are able to put their mask on prior to the game restarting. Once the ball is in play, players should wear their mask whenever possible if they are within 6 feet of another player. With this said, players will be allowed to play without a mask fully covering their mouth and nose in moments of high exertion until the next stoppage in play / restart.

    Players who have pre-existing conditions, such as asthma, will be allowed to manage their personal mask use to best support their health and well being while making attempts to adhere to our Mask & Player Safety guidelines

    Players are asked to maintain 6 feet of distance between themselves and all teammates and opponents at the commencement of all restarts whenever possible

    All players on the bench / technical area need to be socially distanced and wearing a mask

    These Mask & Player Safety rules are subject to extreme weather conditions, such as torrential rain, in which the ability to wear a mask and breathe properly may be negatively impacted

    Not allowing NEP teams to play under the rules in effect in the state where they're playing is just another tone deaf self-inflicted nail in NEP's coffin.

              NEP should just cancel season with these rules being implemented in states outside mass. This is ridiculous, oh right NEP is run by clubs that don't want to give back $$$...so they can say well we gave you games? These referees, good luck to them this is ridiculous how do they possibly enforce all of this.

                If you're going to play by stupid rules then it makes sense to play by the same stupid rules regardless of the state the game is in; at least for league games.

                  Keep your stupid rules in your own state. You Mass folks need to stop trying to soil up NH on us.

                    Agreed to the money point of view, that drives everything

                    Futsal already has most of these rules and then some (count, accumulated fouls...), so I wouldn’t be concerned about refs. Especially the ones certified for Futsal.

                    The overwhelming majority of the NEP parent base, just wants their kids playing something for social and team building reasons this fall.

                    The MIAA rules for HS go even further than MYSA,

                    So what your options are if a parent pull your kid off team and not get money back or just suck it up and play.

                        The MA teams in charge, are afraid their clients will realize there is real soccer across the border and switch clubs. This is their way of protecting their revenue stream.

                            It only further begs the question if Youth Sport clubs should be for profit or not, and wether these club owners should be able for sports to be their primary source of income.

                              Why not? Is the piano teacher doing it for profit? The ski instructor? Your kid's tutoring service?

                              How else are facilities and instructors going to get paid without paying clientele.
