Please clarify: Northeast NPL or New England NPL.
Top Player in New England NPL is likely a starter, but not "the best" player on ECNL.
As to the what's better answer. Depends on your college goal
D1 - go ECNL for exposure
D3 - Go NPL for more playing time and stats

So, you need to see who's on what team and who's the coach. Also, what age level? Younger? Go for NPL and get a ton of playing time. Older and looking at colleges go for ECNL as coaches play players more evenly in college showcases regardless as playing time during regular season.
Also, is your kid the kind that develops more if they are playing with better players or getting more game time?
