The college may have made the player an offer before the rule changed. But now colleges may not make an offer to a player before September 1st of the Junior Yr.

Maybe they had verbally commited to the college before April 2018 but hadn't announced it on Top Drawer until later????????????????????????????????????

A freshmen who verbally committed in March 2018 before the Arpil rule change would start playing college in the fall of 2021.
