health insurance companies give bonuses for regular exercise or quitting smoking or whatever; some subsidize joining a gym. it's a step toward "accident-free" discounts on car insurance.


anyway, the main thing is that "truly needs help" and "made poor choices" aren't mutually exclusive.. past a point it takes more administrative effort (and/or government oversight) to disentangle those needs and value judgments than the cost of just giving it fairly universally.
