Does anyone else question why some clubs get to do both while others do not? Granted some clubs know tyre too small and just can't handle it. But if a club feels confident and wants to, then who decides - ECNL? DA? Seems ripe for political nonsense

If US Soccer reviews your application and you meet all the qualifications you will be approved.
Same goes for ECNL
If you meet all their criterias I would guess you get in and some clubs will get both as you can see PDA now has both.
Some clubs may continue to do both and I am sure some clubs may just do DAP and some may just carry on with ECNL.

There is enough talent for two leagues. The difference will be in the "path" that each league represents. DA should represent a more professional and college path while ECNL can represent a college path.
Both leagues can coexist, but ECNL will be forced to reimagine its mission statement a bit and find ways to reduce costs and travel.

There is a place for ECNL, just like there is a place for NPL on the boys side. Look at the 2016 commits list for boys. Just as many boys who played NPL and prep school soccer going on to play in college as boys from the Revs and Bolts DAP.

If you kid in the ECNL now. (U15 and up). The GDAP really shouldn't be on your radar screen. For kids that will be in or entering the prime recruiting years, ECNL will remain the hands down best platform for college exposure. This may very well change over time, but we are at least 24 months away from any sort of critical shift.
GDAP launches in a little over a year from now. They'll probably be modestly successful in attracting kids to the youngest age band. The 2002s and older who will all be 10th graders next fall would be out of their minds to leave the ECNL. Most kids have a 24 month window in 10th and 11th grade to work through the recruiting process. IF the GDAP is going to be successful, we're looking at 2019 or realistically 2020 before it has significant traction.
