Except it usually is disguised as "THE" smart alternative to being in an "a" environment when what they are offering typically isn't even close to one. SSS is an excellent example. They spend so much energy here trying to convince people that they are a smart alternative to a club like the Stars or NEFC but yet can't even come close to reproducing those two club's development successes. If a parent recognizes that their kid is a c or d level talent with commensurate expectations and accepts that they are joining a small fringe club then a club like Fortis is indeed a good match.
A generally accepted premise.
They do, however, struggle to maintain older teams-there is a thread dedicated to that issue.

Win a bunch of MAPLE games? Please. All that does is make them Queens of the rec level. That's the equivalent of being a practice All American. The club likes to claim they are doing such a great job developing young talent but yet they don't have a single example of their success to prove the point. Development is more than teaching a bunch of bottom to mid roster level players the basics of the game but given you obviously coach at the same bottom tier level it's pretty clear you don't know any different yourself so one must consider the source of your recommendation.
