They didn't make up their own league. Their top teams play in the USYS National League (managed by EDP). EDP has been around forever, they have conferences throughout the country, they just recently created a New England Conference. With COVID the conference is split up by state because of restrictions.
Their regional teams play in the NECSL also a new league this year.
The clubs have zero affiliation with ownership or management of the league.

First, US Youth Soccer National League is a real league. New to the region but a real league none the less. Will it succeed in New England? Who knows!
Second, Surf and Juventus are new clubs to the region and, surprise surprise, the existing "bigs" don't want to let them have a piece of their pie. They have literally set up the leagues to allow the incumbent clubs to control access to them.

If you're anyone involved in club soccer in this the region, which I hope you are based on your claims, there are plenty of email threads from NEP throughout the years threatening clubs who would support EDP coming into the state. "We need to support our community, our club and our fellow clubs", remember those emails?
Regarding ECNL, there is a far higher acceptance rate to get into ECNL based on per player capita throughout the rest of the country. Playing ECNL is not a big deal to the rest of the country, I would argue playing ECNL on a top team certainly is.
This region has the fewest clubs represented by ECNL based on per player capita. 2 clubs here in Ma. One of those clubs has 3 ECNL teams per age group (with no disrespect the quality is low most of those 2nd - 3rd teams), oh and the owner of that club is the secretary for ECNL...so tell me again how it's not about money and market proposition over player development.
I'm all for a free market and capitalism but let's call a spade a spade here.
It's much easier to sell a perception of a "pathway" than it is to sell player development. I mean if FC Stars Metrowest is still in business, I don't know what else you need to prove that point....they love to say "this player just graduated" from our program into ECNL..
Dude she played for you for a half season...it definitely was not your bicycle kick sessions that got her there...I mean that with all due respect.
There are plenty of players who play D1 and even professional for that matter who did not play in ECNL, DA or any other "pathway" league. Nevermind, the rest of the world who has zero clue what ECNL is...
If you believe a D1 program saw a top level player who they believe can impact their program is going to turn that kid away because they didn't play ECNL, they didn't play academy, they didn't play MLS Next...
1. You are completely misinformed parent who has been lied to.
2. You are a terrible coach or director and advocate for player development and player opportunity.
3. Have absolute zero experience in the college recruiting process either as a player, as a club coach or as a college coach.

Here is reality for you folks who seem to think that it's all the same. It's not. With any number of seniors getting a 5th year of eligibility, recruiting classes for 2021/22/23 and maybe even 2024's are and will be smaller. There will be less spots and less money going around... here in the Northeast, you won't see more than a handful of players in the 22/23/24 class who don't play GAL or ECNL making a D1 roster as a recruited athlete. Walk-on? Maybe. D2. Possible. D3? Definitely. College coaches aren't risking the time and limited budget they have to recruit a player in the current environment who isn't playing against top competition... too much risk and too many stronger athletes that are already playing in those leagues.
I hate to say the landscape has changed and made it even more difficult for those not in the top leagues to score, but that is exactly what has happened. Anyone who is still telling parents league and level doesn't matter at this point is lying or selling you something, as reality on the ground is vastly different and a simple conversation with some D1 coaches says it all.
