    A few points of perspective. I would start with good luck and let us know how your fight against Goliath goes..

    Equal pay in US soccer - it is an interesting case study in the choices made by the "unions" that represent men vs women teams - this story does a nice job in outlining the real facts.

    I'm not as sure it's about bias - I mean, females make up 85% of elementary school teachers and look at state testing data where across the board (check your own local schools out) females outperform males in reading/english by statistically significant margins. I don't think anyone is claiming the female teachers teach "better" or give preference to the female students?

    I think it's more the general laziness, administrative incompetence, or just overscheduled nature of coaches combined with the fact - for whatever reason - that RIIL and the PCOA give these award/recognition tasks as well as items like JV playoffs to coaches' associations.

    Those associations technically as non-profits that perform a public function (here's where I guess the lawyers might argue RIIL/coaches' associations are voluntary and not essential to the basic education program - just like foreign language is technically not in the BEP either) should have some oversight, transparency, and accountability.

    Find them registered as a non-profit. Doubtful -here's the Girls LAX - looks like they got revoked a few years ago.

    Find their IRS 990 filing - doubtful, although it should be made available on request. Only one I can see with "coaches association" is the Track - and interesting items are (1) look at the level - it's not just a few hundred dollars and (2) the actual filing doesn't show the most important item which is where the 100K (!) of expenses went..

    I guess the point - sure, go to RIIl but you're better off asking your local district AD, Principal, Supt, School board to account for taxpayer or student fundraised money that go to pay for RIIL dues and coaches' association dues with no accountability. If you heard your school spent thousands on say textbooks that didn't show up, you might complain right?

    Also, if you really want to make a (maybe) actual Title IX issue, why does RIIL organize (and pay) for Freshmen basketball - do they offer it for girls? They are sitting on $3M bucks..
