You've got to remember that this is a b-team tournament. Many of the teams are used to playing on neglected playground fields and think the Vancouver fields are great. Especially if they get to play on turf (though that gets so hot!).
That said, teams should be able to play on any surface and not whine like the USWNT.

Unless you are comparing it to THUSC Cup. Then it is a A+++++++++++++++++++++++ tourney.

Seems like a reasonable structure. My dd plays on the third team and pays the same as a first team player. I think WT_FC could charge more but offer more. $1300 is cheap for club soccer

$1300 plus $100/hour for turf rental at Harmony plus plus plus
