Maybe 16 is a very low number based on such a large sample size. Maybe the lottery is cheating and paying out less than they should be. Hire some statisticians and spend a few more million to analyze the trends in great detail based in actual numbers over the past 30 years. We will get to the bottom of this with great effort and cost and then find and/or do nothing about it.

CT already made this mistake
"The Connecticut Lottery is encouraging players to hold onto their tickets for a special New Year's game after 100,000 eligible tickets were mistakenly disregarded in the initial drawing."

South Carolina screwed up also, but in a different way
"Streams of winning lottery tickets were printed in South Carolina because of a computer glitch on Christmas Day, officials said, and the potential winnings could total as much as $19.6 million if they are validated."
