This all seems stupid to me. Why can't the clubs just play each other and schedule their wn games. Why be part of something that seems only to be a source of power and control.

You're right about one thing. Some clubs pulled out, including non-Timbers clubs, because those clubs were about opportunities for their players-play in both USYS state cup and USCS state cup..
The fact that the USCS was formed to create better opportunities for 'elite' players worked when it was about players and their families. The fact that you talked about their 'windfall' and insult those clubs for leaving a sinking ship, demonstrates exactly why those clubs left-it was still about the players and not about the egos of the remaining DOCS running things their way.
Where did that 'windfall' money end up?

While I don't have any opinion about this particular league--I'll repeat a key point.
Unless you're playing premier, or living in the far-flung corners of the state, (or your team chooses to enter a tournament that requires it), travel for club soccer should be minimized.
At rec levels, unless you're playing for the Wagontire Youth Soccer Association, you shouldn't have to travel at all, period. Any city of reasonable size should be able to host a rec league. It may be a small one, with only a handful of teams that play each other regularly, but that's OK.
For D1 and D2, leagues should be organized on a regional scale. One league for the eastside, one league for the westside, one for Clark County (which probably should be part of Washington and not Oregon youth soccer), one for the Willamette Valley (Wilsonville to Eugene). One for southern Oregon and the Bend/Redmond area (including the Rogue Valley, K-Falls, Grants Pass, Roseburg, and the south coast).
Cross-border leagues should not be discouraged--places like Pendleton and Umatilla should possibly be in a league with Pasco and Kennewick and Walla Walla, rather than travelling to Portland or Bend for games. Ontario probably would be best in an Idaho league. Brookings and Gold Beach, if they can field a club team, would be better off playing in a northern California league.
Statewide competition only really makes sense for premier level.

Portland should have a league like that for Div 1 & 2 teams like the Mid-Valley and Southern Oregon leagues.
