When you have 3 brackets you get groupings of (notice the serpentine pattern):
A: 1,6,7
B: 2,5,8
C: 3,4,9,10
As ETFC (10th) didn't participate, that makes LO the 10th seed, and putting them in bracket C is proper. Oregon State Cup is an OPEN competition for all teams that participated in ANY OYSA sanctioned league - ANY team can enter.

Still the question remains. "How were brackets and seedings determined?" Seems like it is all over the place. This info should be made public.

But then, who really cares about the travelling recruiter roadshow that is the Expensive Cattle-call National League? If FC/CU B teams were dominating OYSA, you might have a point--but only one FC OYSA team (and zero teams from Crossfire or THUSC) have gotten to the elimination rounds of the 99-02 girls. Next year GDA will probably level the playing field.

In the U14 to U18 girls' entries not affected by U16 games still to be played (PCU, CFC, Bend, and Eastside), Crossfire has 2 of 5 teams advancing,THUSC has 0 of 3, FC Portland has 1 of 5, and Westside has 4 of 4.
This means that FC/ THUSC/ Crossfire had 13 teams entered, or approximately 220 U14 to U18 players. They should not be dismissed as "B" players. Nor should any of the other players from any of the other clubs.
