Because EDP just switched from US Club to USYS

A kid playing in EDP this year could play for town team (USYs) and their EDP team (US Club) as the cards were from different sanctioning groups

This coming year the same kid can't play for both teams as they will both be carded through USYS
USYS allows players to play for more than one team. See Rule 206:

You can play for more than one team, but all the teams you play for must belong to the same club.

Yes that allows players to get moved up or down A/B/C teams or across age groups. It gives clubs more flexibility when needed to fill holes or move players up for development.
