          Recently we have received numerous inquiries in regard to the risks of working unaffiliated soccer games and/or tournaments. I found it odd that individuals who have invested so much time and money in the way of registration fees, legitimate certifications, training, and background checks, would so quickly look to minimize their own status and/or jeopardize safety and security for themselves and their families. This has less to do with the quality of the soccer than it has to do with the RISK to our referees.

          US Soccer sets high standards for it's Affiliated Organizations and as such, it's members, teams, players and referees must abide by these standards. Affiliated soccer is governed by constitutions, rules and bylaws and there is arbitration, appeals and Statewide oversight which can hold individuals accountable. In addition, individuals are licensed and as affiliated members they are protected by insurance and representation while they are participating. Without commenting on any specific league or tournament, it is very likely that NONE of this exists outside of the US Soccer umbrella.

          Some of you who are unfamiliar may be saying, how do I know which leagues and/or games are affiliated. I can assure you that if you are assigned a game by an ENYSRA Assignor who has been approved by your District, you are doing affiliated games. If you are contacted by anyone other than an Assignor, please notify your Assignor immediately. This means you can be assured that you have insurance and representation in the event someone was to get injured and they sue you. You can be assured that you will be paid and if there is a problem you have help on your side. As a benefit of being a part of a professional organization, US Soccer, you know that the individuals that you are working with have passed the same background check and have achieved, at least, the minimum standard required to hold a USSF Referee License. You also know that the coaches, players, and teams will be forced to conduct themselves properly or face actual consequences and discipline. If you believe that you have been assigned to anything other than affiliated games please let ENYSRA know immediately.

          You may have heard that "referees are independent contractors" and you might think that entitles you to work anywhere. You would be incorrect, at least while you are wearing our patch. While it is true that as a Referee you are considered an independent contractor for legal purposes, I would remind you that you are also a member of the USSF, ENYSRA, and your local District Association, and that comes with a responsibility to your fellow Referees. In order to enjoy the benefits that come with being a member you have to follow the rules and be in good standing. As a member or our organization we expect that you will honor your commitment to affiliated soccer and avoid making the mistake that some referees have made by chasing the dollar. Refereeing unaffiliated soccer puts the entire burden and risk on you and your family and it is just not worth it for someone who has earned a USSF License.

          At this point, if you are working unaffiliated games and/or tournaments I would have to believe that your judgement is questionable at best and your lack of respect to our organization is deliberate. I have reminded our Assignors that our obligation and responsibility is to affiliated soccer and that they should assign accordingly. I have suggested that if they have referees that lack judgement and/or respect they should consider that in their assigning throughout the year. There is plenty of work out there for everyone and if you keep your availability up and you should be getting games.

          I hope this adds some clarity on ENYSRA's position in regard to working unaffiliated soccer.

            CT players are CT players no matter what state they're registered under. They aren't supposed to play in NY. Also Westchester teams (where they practice) aren't supposed to play on LI. While it's rare that anything happens, both reasons would probably invalidate their insurance.

                          gotsoccer isn't a sanctioning body. They'll put anything on their site for a paying customer.

                          And any assignors reaching out to refs are doing so outside of the USSF.

                                Yep, you click on the "tournament approval" link and nothing comes up. They were in last minute negotiations which is why it's listed on the site in the first place, but the approval never came through.
