So what happens to upcoming Winter 2017 FWRL and ODP competitions? Will the WA teams continue to participate? If WA teams are out, makes it useless for OR teams.

If you read the letter it states that Washington players are still considered registered for the seasonal year. US Youth would not just dump a state association and leave the kids stranded.
I anticipate that they will be in ODP Championships and the teams will continue to compete for the remainder of the seasonal year including regionals then transfer registration process for the new seasonal year come tryout time to a new Washington Youth Soccer that US youth will form.

There is no benefit to leaving for the vast majority so why follow WYS versus a new organization. If just the big clubs followed then the registration costs would be astronomical in order to keep the WYS office heads above water.
