Moving up to the 05s won't do much at this point, because with that age group the better players will have moved into premier. It's late but try and get him to some practices at a few premier clubs in your area. If it's too late for that then do their tryouts. See how he fits in. Do your research on the coaching, what league they play in, how much travel etc. Chat up parents on the sidelines for information. He's more likely to find link-minded players in premier than in town, and the frustration at his age is very typical and will only get worse as he gets older. If you decide to wait a year (which also is ok) then playing up is still a good option, but will only last one year. By HS town is a joke and he will have missed opportunities to get onto a better premier program

Meant to add: you could always do town for the fall then take your time looking at premier clubs to join for winter/spring. After the fall there's usually a player or two that drops out and clubs will add good players then. Less pressure then as you're pretty late into the tryout period now and don't want to chose poorly. Use time in the fall to go watch gams too to see the level of play and how the coach interacts with players

He will have more fun at this age with his buds than a club that'll use him for their selfishness. Boys develop at a younger age and a goon 2 years older may try to take a cheap shot. It's not worth the risk.

Con? Simple... get ready to start paying for a small luxury vehicle now by the time he hits 15. Keep it as cheap as possible until you have to do so.
          Good luck
Apologies if i was not clear. The options are playing up and staying with town travel or playing with 07s on a club team. He's good but moving to a top club AND playing up would be way too much of a stretch.
