The women's side has been relevant on the world stage since the sport was introduced in 1991. For the first few tourneys of the WC USA had a huge head start because no other countries even considered it a sport, many still don't. Around 2000 a handful of countries Germany, Japan, China, Norway, Sweden invested resources and coaching into the Women's game and those countries just passed up our athletic & direct teams tactically. We are so far behind them now technically and tactically the DA for girls/women's is a hail mary to get us on a path to catch up. The US Club league's for some of the top youth players in the country have been eliminated way to early from all youth WC competitions over the past decade. This US CLub showcase model as it's billed has set the clock back decades on player development as evidenced by the results in international play.
Basically it aint working and this is an attempt to fix it.

B. Women's Youth Nat teams have become also ran's in international competitions since 2009 til today 2017 all coinciding with the creation of the US Club League platform for girls clubs.
C. Men can't get any worse, girls need to better that's for sure.

And Tobin doesn't have a clue how to coach soccer. In fact, she's not even that good of a player.
