Not to throw a wet towel on things but USYS pulled the plug on insurance coverage for all of their carded players in CT. Clubs will be hesitant to train without insurance coverage from USYS.
Note ECNL falls under US Club. They have not pulled insurance coverage for their players.

if the "athletics" are the thing that is jointly engaged in, then yes 4 players plus a coach if he's only instructing.
if the "activity" is the thing that is jointly engaged in, then the coach is counted in the 4. He's paid to be engaged in the activity.

Participation in competitions, camps, clinics, tournaments in CT by out-of-state Teams
Teams are not able to break up into smaller groups to practice or compete (e.g. a 20 person team practicing or competing in groups of 4 or less at the same time and location is not allowed)

FSA is not going to do any training. They will tell you that the 4 person training is being planed but they know full well the logisitics, if it is even allowed, is not possible. Its a deflection of sorts. Time will pass, the fields will be covered in snow, they will tell their coaches to do some zoom bull crap footwork drills in your living room and the young kids parents will love it. Look, little johnny is practicing!!! Then spring will roll around and you will get an online notice saying you owe the full amount. FSA does not give a rats ass about any player. All they care about is the payment and the win.
