East Coast NPL is supposed to be for MD, DE, NJ and PA teams. Maybe Manhattan complained about the lack of competition in NYCSL NPL for the fall with so many clubs leaving.

My first reaction was that they want solidify NJ NPL clubs first then add clubs further south

What will be more interesting is what clubs, if any, end up playing in the team based divisions. That's where the bulk of the income comes from.
