It's all recommendations and should be's....Nothing written into regulations. Even DA now has gone from a mandated 25% start time to
"All U-13 through U-18/19 full-time Academy players, including goalkeepers, are recommended but not required to start in at least 25% of their club’s Academy games during the season."
Even when it was required plenty of teams fudged numbers, started weak players only in games against weak competition, or started them and yanked them quickly. Why? Because 1) coaches are human and highly competitive and want to win 2) wins matter. Wins get you into playoffs, keep talent coming to your club and not someone else's, and wins help you keep your job.
Equal PT is a great goal and one that should be achieved at younger ages. Nothing will kill a 9 year old's enthusiasm like not playing much. But once you hit middle school kids need to understand PT is earned, not just granted. Players should be getting good PT but it needn't be equal.

Everyone should play half the game, but not everyone should play the same amount.
And, everyone should be playing in all positions.

I play my players at least half the game if I picked them. If you cannot play them half a game don't pick them or you are not doing your job as a coach to develop them as players. If they are way below the playing level then you need to have a serious conversation with the parents that you made a mistake and they need to play down a team to get the game touches and playing time to develop. Parents that want their kids on a team that play 5-10 minutes a game are not putting their sons or daughters in the best position to succeed.

That said I totally agree that a lot of parents aren't realistic with where their kid fits. If they're not going to be a consistent starter or first off the bench with good minutes, a different team may be a better fit.

In HS 18 is workable, but as many have said it's very tough to find a quality team that sticks to that number. Even if the club tells you they will, they won't. While it's irksome as a paying customer and it's hard to watch some poor kids sit week after, it's also important to learn PT is earned. If you really want to play in college there will be at least 24 players, often times up to 30, all fighting for PT. The coach has no obligation to give you any PT at all. If your player doesn't deal well with sitting you better help steer them to programs where they're more likely to be starters.

Bottom line, clubs shouldn't be taking players 19-22 or taking 18 and then replacing them with better players after tryouts. I know when we signed up it was 18 on the roster. The remaining players came after... College is a different ballgame entirely with a different set of rules.

Clubs advertise that they are providing a platform for kids to play and learn by Ed game of soccer. They promote development. I , along with everyone else in club soccer, am paying for my kid to play. There are over 18 kids on my kids team. Practices are often combined with other teams, with a half field scrimmage format. Both games and scrimmages rotate kids in and out, and and there’s a lot of sitting around watching for all players. I’m getting to the point that I feel it’s a waste of valuable time and money, and there are better opportunities with clubs that maximize play time, touches and instruction for it’s players.
