For that matter, the last I checked, RI also had a "no out of state teams" rule in effect. So traveling to CT is the only way you're getting any out of state competition (and NH, NY, NJ for tournaments).

No RI teams can compete in MA. No MA teams can compete in RI.
Everyone can compete in NH. CT not very good teams, have fun "competing" there Surf.

So this will be three seasons of league play (spring, fall, spring) that Bayside players will have lost. How are parents feeling about that, I wonder? I mean, that set of parents isn't exactly known for quietly accepting things they don't like.

Don't forget, possibly Fall 2021 also.

Why would these parents stay at Bayside knowing they have already missed 1 full year of competitive soccer? Starting in 2 weeks, when they are suppose to start their Spring season, that will begin the 2nd year of no competitive soccer for this club, with the exception of a tournament or two. And they have known for weeks that this was going to be the case. If you miss your Fall 2021 season also parents, that is technically 2 full years of development you have not received for that hefty price you pay your club. If you count scrimmages against yourselves, and playing in extremely low level winter town leagues, then yes Bayside, you have once again done fantastic by these children.

But Bayside has been doing a great job and probably practicing more than any other RI team since COVID.
Fall was better than anticipated. Plenty of competition if needed for spring. Top teams can always play up if they need a better contest.
