It looks like the USSF (US Soccer) help themselves out and listened to their professional league partners.
They (USSF) minimized their overhead by getting out of the DA game.
They gave the MLS Academies their own league allowing them to develop homegrown players in a more competitive environment.
Non-MLS teams in the lower tier and USL teams will all primarily be pay to play. If applied correctly, they should be able to operate for profit which will especially help the revenue starved USL teams.
It makes sense for the MLS, USL, and Non-MLS DA's to play nice together and create three leagues that work in unison. I believe it was mentioned that the top 2 or so teams from the Non-MLS DA league can be "Promoted" up to the Pro academy division. Similar agreements should be created with the USL academy league and Non-MLS DA's.
USSF, who sanctions both the MLS and the USL, had to envision this to some degree before blowing up the old format. If it is they may deserve a little credit.
