Refs out there: When is a shoulder a foul?

if someone blatantly rams someone with his shoulder not even going for the ball in that instant, is it a foul?

If his elbow goes up like in this video, is it a foul? When one shoulders someone, it's natural sometimes for the elbow to go up. I don't think it's a foul.

In DA games I see refs call situations like in the above video a foul at least half the time. There is no consistency.

maybe you should yell at them some more so they know you're super smart and really could be doing their job but chooose not to.

Why do you care? Your job is to drive your child to the game and sit there quietly.

sorry my bad the lower arm does make contact and so it's a clear foul right?

What if there's a shoulder and the elbow goes up after that but the elbow does not make contact? That should not be a foul right? That's what I see called 50% of the time in DA games.

Pushing is a foul if its careless, reckless or involves excessive force. All 3 of those involve a judgement call. So on each particular ref to make the judgement call on any particular play.

They are both running,side-by-side, for position on the ball in an upright position. The ball is (IMHO) playable by either player at the time of contact, no arms are raised/extended, and contact was not malicious (just jockeying for position on the ball), or from behind (both players aware of each other). No foul, good clean play.

Generally speaking, shoulder to shoulder, at the speed of play, within playing distance of the ball with at least one foot on the ground.

Up to the ref about what’s excessive if they see it. Generally, if the defender doesn’t have a shot at stealing the ball, but delivers a shoulder just to hurt or impede the attacker, it’s a foul. Particularly from behind like a shoulder to the attacker’s back.

Here’s a good summary of the law on misconduct https://www.fifa.com/mm/document/afd...t_en_47379.pdf

Friend of mine who did a D2 final as the center ref:

Rarely call a shoulder unless it's at speed and someone goes flying.

If you arm is below your shoulder - no foul. Above your shoulder - foul.

Arm came up after, not before.

                          No foul.

                            No foul.
It doesn’t matter if your arms are up, down, or you are spinning them around wildly as you run around the field. It also doesn’t matter if you use your arms, your nose, or your belly button. What does matter is that the ref decided that the contact was excessive or impeded the opposing player.

Sure it does. I replied to this, BTW:

So, after contact, his came up. It was not part of the play, rather a natural reaction after contact.

                              Not a foul.
