Not convinced this will end of the madness, but a step in the right direction.
Only a proposal. If passed it's only a pilot for Lacrosse
Kudos To Lacrosse
Now the NCAA DI Council will vote on Proposal No. 2016-26 when it meets April 13-14 in Indianapolis, and its passage could make lacrosse the pilot of a new anti-early recruiting movement. The landmark measure would ban all recruiting contact, including phone calls, between college coaches and lacrosse players until Sept. 1 of their junior year of high school.
Not convinced this will end of the madness, but a step in the right direction.
Others have been pushing for this as well. Problem is where there's a will there's a way.
Some coaches/programs feel compelled to sign hot talent quickly before their competitors do. Parents feed into the insanity. What does "no contact" really mean? Right now there isn't supposed to "contact" until junior year, yet clearly it happens ALL THE TIME, just in a roundabout manner

the coaches don't trust each other- they can change the rule but it will still happen
just stealth
Sure coaches will break the rules. But if this initiative works and is adopted by other sports, this should be end the 8,9,10 early verbals. With the seething jealously we see daily on TS, can you imagine a parent on the sideline bragging that their son/daughter spoke to X coach before junior year? That school's compliance department is going to get a call the following Monday from a "very concerned parent that rules are being broken."
It just pushed the madness back a few years. Which isn't such a bad thing.

Absolutely it will, especially for high value recruits for big revenue sports (bball, football). Coaches fear missing out. Parents fear missing out in a good offer by waiting.
Both sides need to end it but neither will.
It would be great to eliminate it but I doubt it would go anywhere with actual implementation

you've obviously never heard of the watch list- its in existence now
lets say they pass the rule- coach A likes player A he communicates this to player A club coach
( how much and what he is willing to offer) Club coach tells player A-player A says yes- deal done
guess what that happens now and it will happen then
all this rule does is make the club coach a defacto agent of the player

Sure. But as it stands now, the college coach connects with the club, and the club informs the player of interest, and informs said player that they "should call college coach." If initiative passes, that call cannot be made. So, in essence, the college coach will be signing a student athlete without ever talking to them. Will some coaches do it? I am sure some will.
But you are correct in that the clubs will now become the de facto agents to the players, with all communications going through the middleman.

It would have to be iron clad, which isn't very realistic, and have very stiff penalties for violations. Big revenue sports and programs are under intense scrutiny so cheaters would be more likely to get caught. But who pays attention to soccer? Or LAX for that matter?

Rules vary by sport. This is a pilot for lacrosse only
College football has similar rules but does allow one contact during sophomore year
