Making the observation you've made reflects more on Florida's dysfunctional league system that provides no proper competition for teams to understand where they're at.
Florida State Cup at 500+ teams is a reflection of too many garbage teams being able to play in league divisions that falsely amplify their abilities.

Whether you like or dislike the rankings isn't important. But in every age group and gender, there are top 10-20 ranked teams that opt not to play state cup, but President's cup.
I think it should be more like March Madness, where teams are invited to play State or Presidents and like it or leave it but they don't get a choice.

State Cup for 'elite' teams or people who think their teams are elite
Presidents Cup D1 teams
Commissioners D2 or D3 level teams plus D1 teams who lost over 75% of their season games

This is why Presidents Cup was brought into the State Office. A more professionally run program gives these fringe teams a viable option outside the toilet bowl round 1 in State Cup. Teams can get a great experience if they get past the Florida stigma of Region Cup

Not sure if the dual rostered girls are still on the ECNL team or not. Getting them PT on the lower team is a way to make up for the club choosing WAY WAY WAY too many girls for the ECNL team (25 per the ECNL page).
Hopefully TBU learned its lesson from this debacle and will do what is right for all the girls in the upcoming tryouts - pick no more than 18 for any team, and if (and when) there are injuries or sicknesses, pull up from below, and not the other way around.

Once they were accepted into Commissioner's Cup, they were then free to alter the roster. Several bigger clubs did exactly that. If you look at the league record right now of several of the D1 teams still standing, they are no longer at 75%. Once the bigger clubs realized they had a chance to trophy hunt the Commissioner's Cup, they did exactly that.
