What's likely to develop over the next few years is that US Soccer is going to provide and facilitate "soccer"; US Club Soccer (ECNL, ENPL, iD2, etc) is going to provide and facilitate "American soccer".
It'll be similar to a school's NCAA Intercollegiate program and their club team offering.
