Do they Washington teams (wash timbers, salmon creek, who ever else) play in Oregon state cups or Washington state cup? Do they have a choice whether or not to play in the state cup they play in for league?

So really it's "stateish" cup. Maybe we should bring over some Idaho teams and invite some Northern California teams up. It can be more of a territory cup.
