If you want to have a real conversation about the ODP tournament then lets talk about a system where the teams are formed less than two weeks before the supposed "championships." Last time I checked soccer is best played as a team sport. Is that the case for all the states, or is it something that Oregon should work to fix?

My dd was involved in the past and I know her team won a number of games each year. And yes, it was a challenge to play with having minimal time to play together as a team. But even with that, they did pretty well and it was a good experience for her. She felt the competition was strong and it made her better as a player. Plus, there were college coaches at matches. Not dozens, but 10-15. Some came to take a second or third look at some of the players after seeing them play at other showcases. One coach told her it was good to see her play with a different mix of players other than her regular team.

The total is 8 wins in group play, fwiw, and a handful more in "consolation" matches.
The simple answer is that Oregon will do fine overall, and California will dominate, like it does every year. The reality is that California, particularly SOCAL, would probably dominate no matter what region they were in.
