It's been years and this chump is still trying to get his licenses sorted. Health reasons I am sure, maybe he should just retire and save his health.

You can't, the only way to waive one level with USSF is if you played professional for a set period or have represented your country at the international level. Unless Rory has represented Ireland at the stop and freeze international games he will be s$#t out of luck here.
