Are high schools allowed to recruit for their soccer teams (or any sport really)? And if so are the coaches watching games where 8th graders are playing?

Private schools absolutely recruit even if they tell you they don't. It happens on the public side too but its harder because they have boundary limitations to worry about (Intra district is easier to recruit because of open enrollment). Good coaches/teams are well aware of the rising talent in their area/district and are connected into the local clubs. The thing with soccer though is all the top players are already playing club so recruiting isn't as big as it is for football where your HS team makes or breaks your future.

Private schools can. Public schools aren't supposed to. But the rules are bent and ignored frequently in our region with some sports - I am most familiar with it happening with blue chip basketball players. I don't think it happens a lot but it does with some A-listers.

Private school applicants will definitely list their club teams when they apply and any related accomplishments. The private schools of course love to seen the dedication that it takes to be an ECNL player or whatever. Also, no surprise to see a correlation between spending gobs of cash on soccer and gobs of cash on private school. Nobody can convince that these pvt schools are out recruiting a right back or anything like that.
