    FYSA Heading Rule

FYSA 211.4 HEADING RULE Deliberate or accidental heading is not allowed in 11U and below games. If a player deliberately or accidentally heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense. If the deliberate or accidental header occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the offense occurred. (1) Heading is allowed in games 12U and older without limitations. For players in 12U and 13U, heading training should be limited to a maximum of 30 minutes per week with no more that 15-20 headers per player, per week. (2) Heading is only allowed by players that have turned 11-years-old. If a 10-year-old is playing in a game, he is not allowed to head the ball, and it is the responsibility of the coaches and club to make sure this is clearly communicated prior to each game.

So what happen if a team has 5 players that turn 11 in November/December. I assume nobody expect the referee to keep track of who is 10 or 11. Lets go little further with ALL the players on one of the team dont turn 11 until Nov/Dec and all the players on the other team are 11.

Headers are pretty rare in the first year they are allowed. It’s really not a big deal.

The reason its rear is because majority or leagues and Tournaments
doesnt allow them to do it before January 1. That has changed

It depends on the Leagues and tournament rules. The Florida Academy League allows heading in the U12 age group. However, tournaments usually don't allow heading at U12. Certain U12 playing 11v11 tournaments will allow heading, some don't. It's super annoying especially for the kids who can head one weekend but can't the next.
