What is the strategic relationship with MLS Next? How will NEAL players get to play in MLS Next league as the description states?

Can players dual card between MLS Next and NAL (Former NEAL)?

NEAL is done. The is now the NAL league which will be national as the B league to MLS Next. They are still announcing teams and divisions for the western US. Most of the teams in NAL will be B teams for clubs with a team in MLS Next. So, play well on the b team and get a shot at the A team in MLS Next.

There also appears to be a Regional Academy League, which I guess is the C team of all this.

Players can do both if they are not designated as a full time player on the MLS Next team. Rosters for MLS Next are limited to 18 for games, while they actually carry 20-25 players. The more organized clubs will have the MLS Next players that don't make the 18 for games, play NAL that weekend.
